How much can you save with balcony solar in Virginia?

A 1,200 W system isn't going to zero out a power bill. But the math is genuinely good for renters and small homes — and HB 395 makes it accessible at a price rooftop solar never was.

What the hardware costs

A complete HB 395-compliant kit — two or three panels, a UL 3700 microinverter, mounting hardware, and a standard plug cable — runs between $650 and $1,400 as of mid-2026. The wide range reflects panel type (rigid glass vs. flexible) and mounting system (railing clamp vs. wall bracket).

What you can realistically expect to produce

A 1,200 W AC system in Virginia produces between 1,300 and 1,700 kWh per year, depending on orientation, shading, and which part of the state you're in. That's the range PVWatts (NREL's open production model) returns for Richmond, Norfolk, and Roanoke at typical balcony tilts.

  • South-facing, unshaded balcony: roughly 1,650 kWh/year
  • West-facing, lightly shaded: roughly 1,400 kWh/year
  • East-facing, urban: roughly 1,300 kWh/year
  • North-facing: not worth installing

Worked example: a Richmond apartment

Take a renter in a third-floor Richmond apartment with a south-southwest balcony, served by Dominion Energy at the standard residential rate of about $0.13/kWh (Q2 2026 average).

  • System size: 1,200 W AC
  • Annual output (PVWatts, Richmond, 15° tilt): ~1,580 kWh
  • Annual bill reduction: 1,580 × $0.13 ≈ $205

  • Equipment cost: $1,050 (mid-tier kit)
  • Simple payback: $1,050 / $205 ≈ 5.1 years

  • 10-year net savings (before any rate increase): ~$1,000

Two important caveats. First, all of these savings come from your own offset consumption — HB 395 systems are not eligible for net metering, so anything you produce while you're not home and the unit is at low draw is simply lost to the grid. Second, the math changes materially if you move; bring the system with you, or factor in recovering only some of the value at sale.
