UL 3700 certification explained
UL 3700 is the safety standard at the heart of HB 395. Without it, a plug-in solar system is not legal to sell — or install — in Virginia after July 1, 2026.

What UL 3700 actually is
UL 3700 is the United States safety standard for plug-in photovoltaic systems — small solar generators that connect to a building's electrical system through a standard household outlet rather than through a dedicated subpanel and interconnection.
It's a relatively young standard, finalized in 2024 in response to the wave of "balcony solar" laws moving through state legislatures. Virginia's HB 395, Utah's HB 340, and Maine's pending bill all reference it directly.
What the standard tests for
UL 3700 evaluates the complete plug-in solar product — panel, microinverter, cabling, and the plug itself — as one system, against about a dozen failure modes. The most important categories:
Anti-islanding behavior. The system must disconnect from the building's wiring within milliseconds of a utility outage.
Backfeed safety. The product must not energize an unplugged cord, and the plug pins must not present a shock hazard if a user disconnects the system under load.
Thermal performance. Sustained operation at the 1,200 W AC ceiling must not overheat the connector or building wiring under defined ambient conditions.
Ground-fault protection. The inverter must trip on a ground fault without relying on the building's GFCI.
Cybersecurity (limited). If the inverter has a network interface, it must implement specific authentication and firmware-signing requirements.
UL 3700 vs UL 1741
UL 1741 is the older, more familiar standard for the inverters used in rooftop solar — systems that go through a dedicated subpanel and a utility interconnection agreement. UL 1741 assumes a licensed electrician installs the equipment.

How to verify a product is UL 3700 listed
Check the product page for the UL 3700 mark — it looks like a small UL logo with "3700" beneath it.
Cross-reference the manufacturer's part number against UL's online certification directory (free public lookup).
The HB 395 manufacturer disclosure label, mandatory from July 1, 2026, will include the UL 3700 certification number directly.
If a product page lists only UL 1741 or only IEC standards, it is not compliant for plug-in use in Virginia under HB 395 — even if the wattage is right.
